From 1901 organized Social-Democratic student circles. 1904-1905 Party work in Oryol, Bryansk and Moscow. 1906-1908 in the Urals.
1905 attended Tammerfors Conference. Repeatedly arrested; 1909-1911 in exile. Winter 1911 fled from exile.
Late 1912 arrested and exiled again until 1915. 1915 — 17 worked in Irkutsk and Chita. Participated in 1917 February Revol in Chita.
August 1917 at 6th Parly Congress elected candidate member, Central Committee, Russian Social-Democratic Workers ’Party (Bolsheviks). During 1917 October Revol head, Ural Party Organisation During Civil War head, Polit Department, 3rd Army.
Member, Commission to Draft Party Program, 8th Party Congress. 1920, at 9th Party Congress elected member, Central Committee, Russian Communist Party (Bolsheviks). At Russian Communist Party (Bolsheviks) Central Committee Plenum following 9th Congress elected Political Bureau and Organization(s) Bureau member and secretary, Central Committee, Russian Communist Party (Bolsheviks).
1920-1921, during the trade-union controversy, sided with Trotskyist platform and was its chief theorist on the subject of Soviet economics. From March 1921 chairman, Finance Committee, Central Committee and Council of People's Commissar. Collegium member, People's Commissariat of Finance.
Subsequently chairman. Main Professional Education Board. Company-ed, newspaper “Pravda”.
1922 non-voting deleg at 11th Russian Communist Party (Bolsheviks) Congress. From 1923 active member, Trotskyist opposition. In this connection 1927 expelled from the Party.
Summer 1929, together with Radek and Smigla, wrote a letter to the Central Committee, confessing his errors and breaking with Trotskyism. Readmitted to the Party. Again expelled from the Party and later convicted for alleged anti-Party and anti—Soviet activities.
