Yevgeniy was born in Kiev, in the Ukrainian Soviet Socialist Republic of the Soviet Union (in present-day Ukraine). His father, Yosyp Fedorovych Prokopov, a celebrated painter and World World War II veteran, firmly believed in giving his son the freedom in pursuing his artistic talents.
