Born in the Sargodha District of Pakistan, he completed his education from Rohtak and pursued photography.

Career
He spent over 20 years with The Tribune, and became their photo editors Joy came from a humble rural background. He has lectured on photography, authored books, and written columns.
His first one-man photographic exhibition was held at Triveni Art Gallery in New Delhi in 1970.
Since then he participated in more than 50 national level photographic exhibitions and been judge at over a dozen shows.

He has been honoured with national and international awards which include the National Press Award. All India Press Photography Competition Award. "Sakaal" Golden Jubilee National Award for outstanding news photography. The Lalit Kala Akademi"s Portfolio Award, United Nations International Children's Emergency Fund photo awards on themes of the "Girl Child" and "Child needs Peace". Second prize in the United Nations Educational, Scientific and Cultural Organization National Photo competition, second prize in "Fun with Mazda" organized by Mazda for three consecutive years (1985, 1986 and 1987). A medal in the World Photo Contest 1993 organised by United Nations Educational, Scientific and Cultural Organization and ACCU, Japan, and first position in the Kodak Awards for Photographic Excellence in the professional category in 1998.
Membership
He was a member of the Advisory Committee of the Indian National Trust for Art and Cultural Heritage (Haryana Chapter), Punjab Lalit Kala Akademy and Chandigarh Lalit Kala Akademy.
