A retainer of the Murakami Clan in Echigo Province (Niigata Prefecture), he gradually rose to the position of soba-уonin, a liaison officer between the clan and the Shogunate. Because the part of his clan's territory which was adjacent to that of the neighboring Nagaoka Clan was afflicted by floods chronically, he carried out a riparian project to remedy the situation successfully, with the cooperation of Tsugunosuke Kawai, a retainer of the Nagaoka Clan. He also introduced Western military arts to his men. Old-fashioned retainers of the clan ridiculed him as buta-inu, or swine-dog, fo r his renovations.
