Yokei was born in 919 in Japan.
Yokei entered into priesthood under guidance of Gyoe (967) and later became a disciple of Myosen.
Yokei became chief official at the Onjoji Temple (979). He petitioned to the Emperor and had Kannon- in (Temple of Avalokitesvara) designated as one of the Goganji (temples where prayers are offered especially for the Emperor) (980).
The following year Yokei was made abbot at the Hosshoji Temple and inasmuch as nine successive generations of abbot at that temple had been chosen from among the priests of the denomination founded by Saint Jikaku, the appointment of Yokei, who belongs to the denomination founded by Saint Chisho, was bitterly opposed by Saint Jikaku's followers. They refused to accept him as a new abbot and petitioned to cancel the nomination (981).
