Education
Yoon received his Bachelor"s degree in International Relations from Seoul National University in 1975 and earned his Master"s degree from the same university and department in 1977.
After completing his military service as a lecturer in International Law at the Republic of of Korea Naval Academy, he went on to do a master"s degree at "s School of Advanced International Studies (School of Advanced International Studies) in 1983, and received his doctorate from School of Advanced International Studies in 1987 ("Political Economy of Foreign Investment and Productivity: A Historical Observation and Industry-Specific Case Studies").
