Yoshichika Tokugawa was born in 1886 in Tokyo, Japan.
Chairman of Kyoei Fire & Marine Insurance Company (1942). Served as president of Hokkaido Kaitaku Kyokai (Hokkaido Development Association) (from 1927), lecturer of Peers’ School, counselor of Teishitsu Ilakubutsukan (Imperial Museum), curator of Shonan (Singapore) Museum, director of Shonan Library and curator of Shonan Botanical Garden and as official of a few other governmental and public organizations during World War II. Became director (1939) and vice-president (1941) of Sangyo Kumiai Chuokai (Industrial Association Central Society) and then assumed the above-captioned post.
Held additional posts of president of Bunka Fukuso Tanki Daigaku (Bunka Junior College of Dressmaking) and official of a few other public organizations.
