He served Shogun Yoshimitsu Ashikaga. Participated in the peace making between the South and North dynasties.
In 1391, defeated Ujiharu Yamana in Kyoto and, together with Sadayo Imagawa, conquered Kyushu. Was appointed governor of Suo, Nagato, Iwami, Buzen, Izumi and Kii provinces (Yamaguchi, Shimane, Oita, Osaka and Wakayama prefectures).
Amassed a large fortune through trade with Korea. He negotiated, unsuccessfully, with the Emperor of Korea with a view to obtaining some Korean territory on the pretext that he belonged to the Korean Imperial family.
In 1399, in cooperation with Mitsukane Ashikaga, Governor of Kanto, he revolted against the Shogunate. He fought Shogunate forces at Sakai Castle (Osaka Prefecture) and was killed in defeat. This battle was called the Oei Era Trouble. The incident had far-reaching effects, coming as it did at a time when the Muromachi Shogunate was consolidating its foundation.
