Background

Yoshikatsu Tokugawa was born on April 14, 1825 in Edo (now Tokyo, Japan). He was the brother of Matsudaira Katamori. His childhood name was Hidenosuke (秀之助).

Career

Succeeded to the head family (1849) and distinguished himself as an able administrator. When relations with foreign countries became complicated, he took part in national politics. Impeached prime minister Naosuke Ii for concluding treaties without Imperial sanction (1858) and was ordered to confine himself in his house.
