Yoshikiyo Yokoyama was born in 1826 in Tokyo, Japan.
Yoshikiyo Yokoyama studied the Chinese classics and Dutch language, began taking interest in archaeology.
Yoshikiyo Yokoyama became teacher at Wagaku-kodansho (Shogunate school for Japanese classics). Later was appointed official compiler of history for Shoheiko College by the Meiji Government (1868). Helped in stabilizing the legislature and thereafter was in turn Councilor in Left House and junior secretary in the Senate.
