Yoshimichi Ohigashi was a gunner and distiguised himself in the Imperial campaign in the Ou District against Shogunate forces (1868). After the Meiji Restoration was appointed a judge and accompained Ambassador Tomomi Iwakura on his tour to the United States and Europe (1871). He founded the Shugisha Society for training youths (1874). Yoshimichi Ohigashi joined the rebel camp of Takamori Saigo in the 1877 civil war and was called Omi Saigo, or Saigo in Omi Province. He worked for the establishment of parliamentary government and was elected to the House of Representatives when the Diet was established (1890). Yoshimichi Ohigashi was Justice Minister in the Kenseito Party Cabinet (1898).
