He became a rice broker at Kuwana, Mie Prefecture, but his business failed. Later, proceeded to Tokyo to agitate for liberty and people's rights. Became a mine operator. Worked for the cause of social enlightenment.
He was elected to the House of Representatives three times. Regarded as a leading man in the Seiyukai Party.
