Yoshitora Kawai was born in 1902. He was the son of a miner employed by the Ashio Copper Mine.

Yoshitora Kawai worked sporadically at several mines. When the Yuai Labor Union was formed he became one of its moving figures (1919). Later, proceeding to Tokyo Yoshitora Kawai joined the Gyominkai Union and was arrested for his activities (1920). After his release he worked at a factory at Kameido, Tokyo (1922), and began organizing a union for young laborers.
Yoshitora Kawai got embittered with life when his father was sentenced to jail for being involved in the Ashio Riot Case (1908).
