After finishing high school entered the Sasebo Naval Arsenal,jbut was dismissed from office because of his involvement in the March 15 Incident. Moving to Tokyo Yoshiyuki Kitagawa did several odd jobs till he became a member of Labor-Farmer Party, then under Ikuo Oyama. Later chief secretary of Kanto Laborers'Association (1929). After the end of World War II helped to found the General Federation of Japan Trade Unions (Sohyo), of which he is chief accountant.
