Yozo Torii was born on December 22, 1796 Japan. He was the second son of Jutsusai Hayashi, a Confucian scholar.

Career
Yozo Torii appointed superintendent by the Shogunate (1838) and punished Choei Takano and other scholars for advocating Western learning and for criticizing the Shogunate. Became commissioner of Edo (now Tokyo)(1841) and gave himself the title of Lord of Kai. Helped in introducing reforms during the Tempo Era. Was then entrusted with the excavation of Imbanuma (marshy land m Chiba Prefecture) but as the work was too much for him he resigned from government service.
