From 1900 active in revol movement in Odessa. 1901-1902 headed Simferopol’ Social-Democratic organisation. Helped found Crimean Russian Social-Democratic Workers’ Party League.
1902 exiled to Yakutsk Province. 1904 fled from exile and went to Geneva, where he sided with the Mensheviks. 1905 returned to Saint St. Petersburg and helped found first Russian trade unions.
1905-1913 underground Party work in Saint St. Petersburg, Crimea, Ukraine and Caucasus. 1912 took liquidationist stand. Sided with anti-Bolshevik “August Bloc”.
1913 arrested in Tiflis. 1914 exiled from Russia. During World War 1 took internationalist stand.
After 1917 February Revol returned to Russia and headed internationalist Menshevik group, publishing journal “International”. Member, Executive Committee, Petrograd Soviet. After 1917 October Revol worked for committees and commissions handling finance, nationalization of trade, establishment of sovkhozes, allotment of land to Jewish workers, et cetera

From May 1921 member, from November 1921 Presidium member, State Planning Committee. 1921 chairman, Social for the Struggle Against Alcoholism. Feodosiya Russian Social-Democratic Workers’ Party Committee deleg at 4th (Amalgamative) Russian Social-Democratic Workers’ Party Congress.
Poltava City Russian Social-Democratic Workers’ Party Committee deleg at 5th Russian Social-Democratic Workers’ Party Congress. Kostroma Province Russian Communist Party (Bolsheviks) Committee deleg at 8th Russian Communist Party (Bolsheviks) Congress.
