Education
He graduated from the Sheng-Chow Law School, Shanghai, China and passed the bar examinations in 1917.
Career
Yui Toong was appointed clerk of the Supreme Court of Kiangsu in 1918. Then he was transferred as chief clerk of the High Court in Tsinan, Shantung, China (Jinan, Shandong,China) in 1922.
In 1923 Mr.Toong became concurrently supervisor of the first prison of Shantung, China. For this work he was recommended for the appointment as Chien-ying, which was given by presidential mandate.
Then he was appointed director of the salt distribution bureau of Tsiao-kau, Honan, China (Henan, China) in 1924. He also opened a private law practice.
