Hwang Yung-liang graduated from from the University of Nanjing with a Bachelor of Arts degree. When he went to America for the second time Mr. Hwang studied at Baker University, Baldwin, Kansas from which he received his Bachelor of Arts degree in 1903. He did post-graduate work in philosophy, history, sociology and political science at Drew Seminary and Columbia University in 1903-1906.
He worked as a professor and dean at the Nanjing University from 1897 to 1899. Mr. Hwang represented the national committee Y.M.C.A. of China at the International Conference in Paris in 1900. Hwang Yung-liang toured America and Europe before return to China. In 1906 Hwang Yung-liang was appointed 2nd secretary to the Chinese Legation to the Court of St. James.
From 1903 till 1910 Mr.Hhwang acted as a consul to New Zealand. In 1910 he was appointed consul general to Australia. Hwang Yung-liang was an assistant secretary of the Wai Chiao Pu between 1914 and 1916. In November, 1916, Hwang Yung-liang became a special commissioner of foreign affairs for Zhili.
Hwang Yung-liang was a chief of the Bureau for Administration of enemy subjects and property around 1919 to 1920. Mr. Hwang was a Chinese delegate to the Assembly of the League of Nations in Geneva in 1922. He resigned and returned to China in 1927 and from 1929 to 1932 served as a principal of the Anglo-Chinese College in Tianjin.
