Yuri Merzlyakov graduated from MGIMO in 1971 and Diplomatic Academy of the Union of the Soviet Socialist Republics Ministry of Foreign Affairs in 1979, and worked at various positions in the central offices of the Soviet and Russian Ministries of Foreign Affairs and diplomatic missions abroad.
