Mr. Voronin graduated from the Moscow State Social University (1996). In 2005 he defended his thesis on Economic mechanisms of pension provision in Russia.
Since 1982 he worked as senior inspector, deputy head of the State Pensions and Benefits Directorate of the Social Security Administration of the Moscow City Hall.
Since 1989 he occupied the post of the Head of the Pension Law Department, Deputy Head of the Pension Board of the State Committee of the USSR for Labor and Social Affairs. He also worked as a First Deputy Head of the Main Directorate of Pensions and Social Security Benefits of the Ministry of Labor and Social Affairs of the USSR.
Since 1991 he worked as deputy head of the Department of Social Programs and Guarantees of the Ministry of Labor and Employment of the Russian Federation.
Since 1992 he was deputy head, head of the pension administration of the Ministry of Social Protection of the Russian Federation.
Since 1996 he was the head of the Department for Pensions of the Ministry of Labor and Social Development of the Russian Federation.
Since 2004 he occupied the position of the director of the Department of Social Insurance and State Support of the Ministry of Health and Social Development of the Russian Federation.
On December 18, 2007 he was appointed Deputy Minister, and on April 12, 2008 he was appointed State Secretary and Deputy Minister of Health and Social Development of the Russian Federation.
