Yury Vladimirovich graduated from the Faculty of Physics of the Voronezh State University (1981).
Yury Vladimirovich worked as a lecturer (since 1987), a docent (since 1990) of the Department of Physics and Chemistry of the Voronezh Higher Military Aviation Engineering Institute. He is the author of more than 220 scientific papers in the specialty, including 12 patents for inventions, 8 monographs, and a textbook for universities.
In 1991 Yury Vladimirovich founded and headed the regional club of heraldry fans "Aquarius". A chairman of the regional branch of the Union of Heraldry of Russia (since 2006). An organizer of the VIIIth All Russian Congress of Heralds (1994) held in Voronezh.
An author and publisher of a series of newsletters on icons with heraldic symbols (1992-1996). He is an author of the country's first official reference book, The Coats of Arms of Modern Russia (2005) and 5 books on heraldry of the Russian regions (2003-2009).
Yury Vladimirovich is an author and co-author of many emblems and flags of various constituent entities of the Russian Federation and municipalities, including the coat of arms and flag of the Voronezh Region.
