He graduated from the Leningrad Electrotechnical Institute in 1961, specialtyof radio engineer, candidate of technical sciences.
Skokov became one of the initiators of the creation of Joint-Stock Commercial Bank of Inter-Branch Integration.
In March 1993, Skokov entered into an open conflict with the Russian president, refusing to endorse the draft decree of Yeltsin on introducing a special order governing the country. The decree included the suspension of the activities of the Supreme Council of the Russian Federation, which was then violating the Constitution of the Russian Federation. Thus, Skokov prevented the development of events at that time, similar to the political crisis of the autumn of 1993 that happened six months later. As a result, he was removed from the post of Secretary of the Security Council of the Russian Federation.
In August-September 1993, he participated in the creation of the committee "Consent for the Fatherland" and actually headed this centrist organization, opposed the dispersal of the Supreme Council, trying to achieve a non-violent resolution of the crisis.
February 5, 2013 died suddenly at home from a heart attack. He was buried at the Troekurov cemetery.

He was married and had a daughter.
