Yusuke Tsurumi was born on January 3, 1885 in Gumma, Japan. His father, Yoshinori Tsurumi, was the plant manager of Shimamachi spinning station.
In 1910 Yusuke Tsurumi graduated from Tokyo University.
After graduation Yusuke Tsurumi entered government service. Then he was the chief of Archives and Documents Bureau of the Railway Board, and meantime was sent several times to Europe, America and China to study rail conditions.
Although Tsurumi resigned from government service in 1924 and proceeded to America to counter anti-Japanese feelings there. At that time he was Japan's delegate to the Pacific Conference several times since 1925. Entered politics in 1928 and has been elected to the Diet four times. With the outbreak of the China Incident in 1937 he was sent on a mission to Australia and America.
Yusuke Tsurumi married Aiko, the daughter of Shimpei Goto, statesman and first president of the South Manchuria Railway Company, together they had 2 sons and 2 daughters.
