He graduated from Rissho University.
Career
During the wartime, Yutaka Terao engaged in producing small-size boats and made a fortune. After the war, he elected to House of Representatives once, and then gave up his electorate area to former Premier Shigeru Yoshida. Then, he elected to House of Councilors three times. He was an election supervisor for Yoshida. Yutaka Terao was president of Kanta Seiki Company.
