Yuzo Hayashi was born in Kochi Prefecture, the second son of Hidetoshi Iwamura and brother to Michitoshi and Takatoshi Iwamura.

Yuzo Hayashi was born in Kochi Prefecture, the second son of Hidetoshi Iwamura and brother to Michitoshi and Takatoshi Iwamura.
Adopted as heir by the Hayashi family, he actively participated in state affairs at the time of the Restoration (1868). Visited Europe and observed the Franco-Russian War (1870). After returning home, he became an official of the Foreign Office. When public opinion was divided as to whether or not Japan should start war on Korea, he and Taisuke Itagaki returned to their native province and organized the Risshishat a political group advocating war. He and Itagaki also campaigned for civic rights.
When the rebellion of Takamori Saigo broke out (1877), he attempted to overthrow the Government in cooperation with the rebels. Arrested, he was sentenced to ten years in jail. After release, he became a leader of the Jiyuto or Liberal Party, and was elected to the House of Representatives when the Diet was established (1890). Was appointed Communications Minister (1898) and Minister of Agriculture and Forestry (1900).
