Yuzuru Watanabe was born on November 26, 1855 in Tokyo, Japan.
Yuzuru Watanabe graduated in architecture from College of Engineering of Tokyo University in 1880.
Yuzuru Watanabe joined the Engineering Department and then the Home Ministry. Later proceeded to Europe. Upon returning (1888) was appointed director of Engineering Department of Construction Bureau. Yuzuru Watanabe joined Shimizu-Gumi Construction Company (1889). He joined the navy and was engaged in the construction of a dockyard at Kure Naval Station for accommodating warships of 15,000 tons (1894). Again proceeded to Europe (1900). Yuzuru Watanabe became instructor at Naval Paymaster's School (1908). Appointed member of committee for investigation of harbor equipment at Chinkai Bay (1912).
