She was later Chief Executive of Street Helens Citizens Advice Bureau, a role she held for over 20 years. Fovargue served as a local councillor from 2004 until her election as an Member of Parliament in 2010
She was appointed as an Opposition Whip in 2011 and subsequently served as Shadow Transport Minister and then Shadow Defence Minister. Fovargue was made Shadow Education Minister with responsibility for Further Education and Skills in October 2014 following the resignation of Rushanara Ali.
Fovargue is a member of Unite the Union and The Company-operative Party.

She was an elected member of Warrington council from 2004 until 2010 and worked as a housing officer on the Moss Side estate in 1980s.
