Zhang was born and raised in Kunming, Yunnan, while his ancestral home in Shanxi.
Previously he served as Assistant Minister of Foreign Affairs (Master of Fine Arts). He graduated from Peking University in 1995, with a Doctor of law degree.
He was investigated by the Communist Party of China"s anti-graft agency in January 2015. He was assigned to Ministry of Foreign Affairs (Master of Fine Arts) in 1985. In 1998 he become the First Secretary of Chinese Embassy in the United States of America, a position he held until 2001.
He served as Counselor of the Department of North American and Oceanian Affairs of the Master of Fine Arts from 2001 to 2003, Counselor of the General Office of the Master of Fine Arts from 2003 to 2007, and Director-General of the Protocol Department of the Master of Fine Arts from 2007 to 2011.
He was promoted to Assistant Minister of Foreign Affairs in 2011. On January 2, 2015, he was placed under investigation by the Communist Party"s anti-corruption agency for "suspected disciplinary violation".
