He finished Katona József Secondary School of Kecskemét in 1982. He graduated as Doctor of Medicine He studied in the United States from 1989 to 1990. He also graduated from The Faculty of Dentistry of the Semmelweis University in 1994.

From the Faculty of General Medicine of the Semmelweis University of Medicine in 1989. He worked for the Department of Orthopeadics of the Bács-Kiskun County Hospital from 1990. He worked as a dentist for the Town Clinic of Kecskemét from 1997 to 1998.
He was elected representative to the national assembly of the Chamber in 1998.
He graduated from the University of Economics and Public Administration of Budapest in 2002. Political career
He was deputy head of the Kecskemét organisation of the party from 1997.
He was elected as an individual candidate in the 1998 parliamentary elections (representing Constituency II, Kecskemét, Bács-Kiskun County). He was head of the Office of Social Policy of the Prime Minister" General’ s Office as parliamentary secretary from 1 February 2000.
He was appointed Parliamentary Secretary for Health on 1 June in the course of the reshuffle of the Cabinet in the summer of 2000 and he filled that position until 15 May 2001.
Horváth was elected incumbent as an individual candidate from his Kecskemét constituency in the April 2002 parliamentary elections. He was elected Member of Parliament for Kecskemét in the 2006 and 2010 elections.
Politics
He joined Fidesz in 1989. He was deputy parliamentary faction leader of the Fidesz from June 2001 to May 2002.
Membership
He has been a member of the Hungarian Medical Chamber since 1989. He has been a member of the Bács-Kiskun County Board since 1998. He was spokesperson for and a member of the presidium of the parliamentary faction until 2000.
He has been a member of the Health Committee since May 2002.
He was elected a member of the Kecskemét Assembly, then deputy mayor of the city with county status in the autumn local elections. He was a member of the Committee on Health Affairs.
