After schooling at Rabat he went to France in 1959 studying first at Nancy, then from 1961 to 1964 at the Nation School of Statistics and Economic Administration at Paris.
Career
In July 1964, newly qualified, he was appointed Head of the Statistics He was promoted Director of National Plan and Statistics in April 1968, then he was transferred on October 1969 to the Prime Minister Office. In September 1971 he was the charge of the Plan responsible to the Prime Minister. Eight months later was appointed Secretary of State.
