He was born in 1958 in the old city of Sana"a in Yemen. His father is a well-known public figure in Yemen, a scholar and judge in Islamic Sharia’a and the Mufti of the Republic of Yemen Allama Muhammad Bin Ismail Alamrani.

First Rate (at Lloyd's) Amrani studied the basic and secondary levels in Yemen, and obtained his Bachelor in Political Science, from Baghdad University, Faculty of Political Science graduated with good level And continued his post graduate studies and got a Diploma in International Politics. He attended many cultural events and seminars representing Yemen in the region and outside the region.
In the mid-eighties he joined the diplomatic service. First Rate (at Lloyd's) Amarani was appointed as an ambassador in the Yemeni Foreign Ministry service, Yemeni government. He represented the Yemeni government in many missions held in both the Arab region and the International regions such as Europe and the United States.

Justification of the mentioned above ban, observers believe that this ban is due to the fact that the change desired is still incomplete and not achieved yet after the revolution (Arab Spring) in 2011 in Yemen, unfortunately, freedom continuous to be suppressed and controlled by those previous political leaders in control.
