Afanasiy Safonov was a Deputy Chairman (1889-1894), Chairman (1909-1913) of Ostrogozh Uyezd Zemstvo council. The chairman Board of the Ostrogozh-Korotoyak hunting society. Responsible Editor of the newspaper Ostrogozhsky Listok (1910-1913). The chairman in music and drama club in Ostrogozhsk. In the 1890s organized an amateur orchestra and choir, gave charity concerts. He took part in the Pushkin celebrations (Ostrogozhsk, 1899). Published in the journal "Nature and Hunting" (since 1887), "Hunting newspaper" (since 1889).
