Aizu Hachiemon was born in Japan.
He was deeply influenced by Kazan Watanabe’s books on foreign countries and began taking interest in Korea. Later he and Taj lma Matsumura began a close study of the history of Takeshima (a small island in the straits of Korea) and made plans to go there.
The Shogun had issued a strict ban on travel abroad. Aizu, however, managed to get permission from Yasu- to Matsudaira, the clan lord, through a chief retainer known as Tanomo Okada. The news, however, reached the Shogun who sentenced Hachiemon to death, ordered Tanomo Okada to kil] himself and exiled the clan lord to Sakugura, Mutsu (northern Japan). After this incident which is known as the Takeshima affair, the Shogun stiffened its policy against entry of foreigners.
