Akira Nishiyama served at Japanese diplomatic offices in Switzerland, Turkey and Greece. Returned to Japan and served in various offices of the ministry. Appointed secretary to the Foreign Minister (1946) and director of the Overseas Office at Calcutta (1950) and Consul-General at Calcutta (1952).
