Akira Nishiyama graduated from Law Department of Tokyo university (1936) and became a student diplomatic secretary of Miniistry of Foreign Affairs, assigned to England.
Akira Nishiyama served at Japanese diplomatic offices in Switzerland, Turkey and Greece. Returned to Japan and served in various offices of the ministry. Appointed secretary to the Foreign Minister (1946) and director of the Overseas Office at Calcutta (1950) and Consul-General at Calcutta (1952). Appointed chief of the Fifth Sechon of the Economics Bureau (1953) and vice director of the Economics Bureau (1955).
