He graduated from the Law Department, Tokyo University in 1915.
He served in the Home Ministry until 1919. Was appointed professor at Kyushu University in 1926. He was professor at Gakushuin University and emeritus professor at Kyushu University. He received his doctorate for the thesis on international law in 1929. Wrote many books.
He went to Europe as a member of the Versailles Peace Treaty enforcement committee. Returning to Japan in 1923, he again went to Europe as an Education Ministry's researcher.
