Appointed Governor of Hitachi (Ibaragi Prefecture) and director of the Foreign Affairs Department in 1867. Distinguished for his acumen and quick decison, he was well versed in foreign affairs and progressive in ideas. Assisted the young Emperor Meiji in founding the Imperial regime. Died on October 29, 1891 in Tokyo.
He became a Buddhist priest at the Kajuji Temple in 1824, assuming the Buddhist name of Saihan. He relinquished his priesthood at an Imperial command in 1864 and founded the Yamashina family, became the son-in-law of Emperor Komei, assuming the name of Akira.
