Akira Watanabe was born in 1904 in Shizuoka Prefecture, Japan.
In 1928 graduated from Tokyo University, and went to USA, where studied geomorphology and topography at Michigan University.
On returning from USA became professor of Military Academy in 1933 and editorial supervisor of Education Ministry in 1942. He participated in establishment of Geographical Research Institute (organization that took over machinery and mission of Land Survey Department) in 1946.
He was a director of Map Department of Geographical Research Institute of Construction Ministry, professor of Hosei University. Has been supervising drafting of series of maps showing actual conditions of the land. As Japanese representative attended conference of International Council of Geographical Societies held in Washington in 1952.
Akira Watanabe wrote "Map of Japan Showing Utilization of Land", "Outline of Geography of China", and "Geography of Japan Shown in Air Photographs."
