In 1890 he graduated from Tokyo University’s Law School.
He joined the Foreign Office and lectured on international law and insurance at the Tokyo College. Appointed counsellor of the Foreign Office (1897) and counsellor of the War Office (1904). He was a representative of Japan at the international conference for revision of the International Red Cross Treaty in Geneva (1906). Attended the International Red Cross conference in Washington in1912, was appointed Governor-General of Tsingtao (1917). He became a director of Hosei University (1922) and its president (1932). Although he resigned from the Hosei University post (1934) because of illness, he still retained the directorship of Women’s College.
