Akiyama Yoshifuru was born on February 9, 1859 in Matsuyama, Ehime Prefecture. He was the elder brother of Vice Admiral Saneyuki Akiyama.

A cavalry man, he commanded the First Cavalry Battalion in the Sino-Japanese War (1894-1895); he was also commissary commander of the Fifth Division in the Boxer Trouble (1900), and chief of staff of the Japanese Expeditionary forces in China. In the Russo-Japanese War (1904-1905). He was commander of the First Cavalry Brigade. Was Cavalry Inspector (1906) and subsequently commander of the 13th and the Imperial Guard Divisions. Promoted to full general (1916), he was subsequently commander-in-chief of the Japanese Forces in Korea, Inspector General of Military Education and a member of the Military Council. Placed on the retired list in 1923, he became director of the Hokuyo Middle School in his native city of Matsuyama.
