He was born on Jan. 24, 1843 in Lima, Rock County, Wisconsin, United States. He was the eldest of six children of Oliver and Emily (Cravath) Salisbury, both of New England stock. His father was a farmer, sheepraiser, and nursery-man, and the son served an apprenticeship in all these callings. His mother was a teacher before her marriage.
He was taught at district school. At eighteen he began attendance at Milton Academy. He was graduated A. B. in 1870.
He enlisted in December 1863 as private in the 13th Wisconsin Infantry. He saw service in the Army of the Cumberland, for three months after the ending of the Civil War, in Texas. For a time after his return to Wisconsin he was farmer, nurseryman, and teacher in a rural school.
In that same year he became principal of the Brodhead, Wis. , high school, and three years later, instructor of history and the first conductor of teachers' institutes for the state normal school at Whitewater, Wis. Through his service for nine years in the latter capacity he was largely instrumental in shaping in Wisconsin that form of training teachers in service.
In 1882 he resigned his Whitewater positions and began work for the American Missionary Association as superintendent of schools for the freedmen of the South and the Indians of the West, but in 1885 returned to the Whitewater Normal School as its president, in which office he remained until his death.
In the fall of 1900 he was one of those who participated by invitation in the "Teachers' Visit to Europe" under the auspices of the National Civic Federation. After his return in the spring of 1909 he rendered a report to the National Education Association on teacher training in Great Britain.
As author and editor his chief works were: Historical Sketch of Normal Instruction in Wisconsin, 1846-76 (1876); Orthoepy and Phonology (1879); The Duty of the State to the Feeble-Minded (1890); Historical Sketches of the First Quarter-Century of the State Normal School at Whitewater (1893); The Rural School Problem (1897); Theory of Teaching and Elementary Psychology (1905); School Management: a Textbook for County Training Schools and Normal Schools (1911).
He urged the establishment of a state institution for the feeble minded and the improving of the rural schools. As chairman of committees of the Wisconsin Teachers' Association, he investigated conditions, reported them by voice and pen, and agitated vigorously and persistently for reform of the prevailing ills. After several failures, he was instrumental in securing, in 1895, the establishment of a state institution for the feeble minded. His famous works: Historical Sketch of Normal Instruction in Wisconsin, 1846-76 (1876); Orthoepy and Phonology (1879); The Duty of the State to the Feeble-Minded (1890); Historical Sketches of the First Quarter-Century of the State Normal School at Whitewater amd others.

He was an active member and for long one of the trustees of the Congregational Church of Whitewater.
He was a man of commanding presence and both from the chapel platform and through conference with individuals exerted a strong influence on the lives of his students.
He was twice married: on Nov. 20, 1866 to Abba A. Maxson who died in 1881, and in 1883 to Agnes Hosford, who, with three children of his first marriage, survived him.
