In 1941 Aleksandr Emelyanovich graduated from Tbilisi Artillery School and began to study at Voronezh State Medical Institute (1953).
Tishin's track record was unparalleled. Aleksandr Emelyanovich held the post of the Head the Department of the Smolensk regional psychiatric hospital (1953-1960); the Head Doctor of the Voronezh regional psychiatric hospital "Orlovka" (1960-1967); the Head of Voronezh regional Department of health (1967-1980).
