He was born on January 6, 1876 in Lansingburg, Rensselaer County, New York, United States. His father, Thomas Henry, a physician, and his mother, Annie (Frost), were natives of England.
Salmon's formal education was obtained in the village schools and academy. He was graduated from the Albany Medical College in 1899 with the degree of M. D.
Afetr studies he spent a year in private practice, at Brewster, N. Y. , and served temporarily at the Willard, N. Y. , state hospital for mental disorders. During an epidemic of diphtheria in that institution he made with W. L. Russell one of the earliest studies of human carriers, the results of which were printed in the report of the state commission in lunacy (October 1904), and published separately the following year (Report of an Epidemic of Diphtheria in the Willard State Hospital).
In 1903 he entered the United States Public Health Service. As a result of a medical trip on a revenue cutter, he proposed and drew plans for a hospital ship for fishermen at sea, which was afterwards provided (see Modern Hospital, June 1914). In 1905 he was assigned to the immigration service at Ellis Island, New York Harbor. There, for six years, during one of which (1911) he was on leave of absence as chief medical examiner for the New York state commission in lunacy.
He was appointed medical director of the National Committee for Mental Hygiene in 1915 and became the leading spirit and guide in a widespread movement for improvement in the treatment and prevention of mental disorders.
During the World War he mobilized the psychiatric resources of the country, and enabled the United States Army to adopt remarkably effective measures for preventing the admission of recruits who were nervously and mentally unfit and for dealing with mental disorders and disabilities among the soldiers. He was awarded the distinguished service medal, and retired to the reserve corps with the rank of brigadier-general. He then directed his attention to the mentally disabled ex-service men, and the superior hospital and out-patient service provided for their care was in great measure due to his capable, indefatigable efforts.
In 1921, he resigned his position with the National Committee to become professor of psychiatry at Columbia University and a consulting psychiatrist. At Columbia he reorganized his department and added greatly to its teaching and research resources by securing from the state the establishment, at the medical college, of a psychiatric institute and hospital.
He died by accidental drowning.
