1897 graduate Nizhniy Novgorod Boys' Classical High-School. 1908 graduate Medical Faculty, Moscow University.
Arrested several times during student years for involvement with Social-Democrats. Served two prison terms and was exiled to Siberia. 1905 received amnesty.
1908-1913 distr physician and health officer in Vologda, Saratov, Yekaterinoslav and Nizhniy Novgorod Provinces. 1911 — 13 mang, former local government authority Sanatoria Bureau, Nizhniy Novgorod Province. In same period also made study tours of France, England, Germany and Austro-Hungary.
1911 and 1913 helped to organize hygiene exhibitions in Dresden and Saint St. Petersburg. From 1913 health officer in Moscow, where he also lectured on university hygiene courses. 1914-1917 supernumerary assistant professor, Chair of Hygiene, Medical Faculty, Moscow University.
During same period in charge of evacuation hospital affairs and anti-epidemic measures organized by Moscow City Administrator 1915-1918 head, Sanitary Bureau, Main Committee, All-Russian League of Cities. Helped to organize Soviet health service.
1918-1932 head, Sanitary and Epidemic Department, Russian Soviet Federative Socialist Republic People's Commissariat of Health. Helped to formulate health legislation and organize hygiene and antiepidemic measures. From 1919 assistant professor, Chair of Social Hygiene, from 1922 professor, Chair of Hygiene, 1st Moscow University.
1922 wrote decree on “The Sanitary Organs of the Republic”, which provided the basis for the development of sanitary organisation in the Union of the Soviet Socialist Republics. Established numerous training courses for health officers and founded the journal “Gigiyena i epidemologiya”. 1926 attended the International Sanitary Conference, Paris, which formulated the International Sanitary Convention.
Thereafter he represented the Union of the Soviet Socialist Republics at all annua] sessions of the International Social Hygiene Bureau. 1931-1951 head, Chair of Communal Hygiene, from 1944 director, Centr Institute of Postgraduate Medical Training, Moscow. 1932 attended Russo-Polish and European Sanitary Conferences.
Presidium member and bd chairman, All-Union Social of Hygienists. Cm, Water Supply and Sanitary Technol Social. Member. Learned Council, Union of the Soviet Socialist Republics, Russian Soviet Federative Socialist Republic, Ukraine and other Minister of Health.
Deputy chairman, Learned Medical Council, Union of the Soviet Socialist Republics Ministry of Health. Member, Centr Bureau, Sciences Workers' Section. From 1950 acad secretary, Department of Hygiene, Microbiology and Epidemiology, Union of the Soviet Socialist Republics Academy of Medical Sciences.
Member, ed collegium, various journals. Deputy chief ed, journal “Gigiyena i sanitariya”. Assistant chief ed, “Bol’shaya meditsinskaya entsiklopediya” (Large Medical Encyclopedia) (1st ed).
