Graduated from the Saratov Military School under the USSR Ministry of Internal Affairs (1971), Frunze Military Academy (1980) and the Military Academy of the General Staff of the Armed Forces of the Russian Federation (1993).
Since 1968 he served in the internal troops. Commanded a platoon, squadron, battalion, regiment, Dzerzhinsky separate special purpose motorized rifle division. Participated in military campaigns in Afghanistan. Then he took up such posts as the chief of staff, the 1st deputy commander of the troops of the Moscow district of internal troops of the Ministry of Internal Affairs of the Russian Federation.
Over a period of 2001-2007, he had been the First Deputy Chief of the General Staff of the Internal Troops of the Ministry of Internal Affairs of the Russian Federation. In 2007 he was appointed Chief Inspector-Coordinator of the General Headquarters of Internal Troops of the Ministry of Internal Affairs of the Russian Federation.
