In 1791 Alexander graduated from the Page Corps and since then he was in the military service.
In 1799-1800 Alexander Dmitrievich served as a commandant of the Omsk Fortress. Then in 1800-1802 he served as a War Governor of Harrien (1800-1802). After that he worked as a Commander-in-Chief of Police in Moscow (1804-1807) and Petersburg (1808-1809). In February 1809 Alexander I conferred on Alexander Dmitrievich the rank of Adjutant-General and appointed him the War Governor (1809-1812) of Petersburg. From 1 January 1810 he was a member of the newly established State Council. In June the same year he became the Minister of Police (1809-1812; 1819). In 1813-1814 Alexander Balashyov participated in Russian military campaigns. He also ran some diplomatic missions of Alexander I. In 1819 he was appointed the Minister of Police again. Between 1819 and 1828, Balashyov served as a Governor-General of Orel, Tula, Ryazan’, Tambov and Voronezh Provinces. Alexander Dmitrievich visited Voronezh for several times where he sent a letter to Alexander I about the relevance of continuing the state reforms (1820).
In 1826 Alexander Dmitrievich was a member of the Supreme Criminal Court on the case of the Decembrists (1826). In 1834 he became a member of the War Council of Russian Empire.
