Alexander graduated from the Naval Cadet Corps (St. Petersburg, 1794).
In 1794-1805 he served on the ships of the Baltic Fleet. Since 1805 Glotov was the keeper of the "museum" at the Admiralty department. In 1807 he made a model of a 44-gun frigate with full weapons, which was presented to the Emperor Alexander I. Alexander was the head of the model workshop, "manager of the museum part" (since 1818). In 1821 Glotov was a State Counselor.
In 1820-1822 he published a number of books, devoted to the rescue of ships during a crash and lifting cargo from sunken ships. In his "Letter to the publisher" (Son of the Fatherland, 1816, № 44, 47, 49) Glotov gave a detailed description of the Gangut and Chesme naval battles.
