Alexei is chief of Staff of the Central Election Commission (CEC) of the Russian Federation. He worked as the Head of the Department of NPO ‘‘Energia’’ head desigh bureau. He joined the faction of the Left Center, then the Democratic Russia faction. A member of the parliamentary "Coalition of Reforms".
Education
Alexei studied at the Moscow Aviation Institute.
Career
In 1990, Alexei was elected People's Deputy of Russia.
From 4 December 1991, he was the Commission Chairman on Transport, Communications and Informatics.
On 4 March 1992, he became the Commission Chairman on Transport, Communications, Informatics and Space. He ran for the position of Deputy for the State Duma in the 114 Shchelkovsky electoral district in 1993, but V.V. Zhirinovsky won this election.
He was the Director of the Parliamentary Center until October 1994.
On 7 of August 2003, he was appointed Chief of Staff of the Central Election Commission of the Russian Federation
