In 1976 she graduated from the Far East Technical Institute of Fish Industry, in 2002 – the Far East Academy of Public Service on the specialty "Jurisprudence".
Between 1976-1980 she was the Secretary of the komsomol Committee “All-Union Leninist Communist Union of Youth” of the Far East Technical Institute of Fish Industry. Since 1980, she was the instructor of the Oktyabrsky executive committee of the All-Union Leninist Communist Union of Youth, the Head of the lecturers group of the Kamchatka regional Committee of the All-Union Leninist Communist Union of Youth, the Head instructor of the organizational-instruction Department of the Kamchatka regional Executive Committee.
Since 1990, she was the Chief specialist, Lead instructor, Deputy Head of the Department on the work of the Council of Presidium of the Kamchatka regional Council of people's deputies. Since 1993, she was the Deputy Head of the Organizational Department, since 1997– Department for work with municipalities divisions of the administration of the Kamchatka Oblast.
Since June 1999, she was the Chairman of the Electoral Committee of the Kamchatka Oblast. On 26 February 2003 and, again, on 21 February 2007 she was appointed by the Federation Council to be part of the Central Election Commission. She is responsible for interaction with political parties and other public political associations, electoral blocs, etc.
