In school years was engaged in the Darwin Museum Club of Young Biologists and VOOP under the supervision of P. Smolin. In 1956 he graduated from biology-and-soil faculty of Moscow State University named after M. Lomonosov at the department of zoology and comparative anatomy of vertebrates.
In 1989 was elected as people's deputy of the USSR from scientific societies and associations by the Academy of Sciences USSR. Deputy Chairman of the Committee on ecology of the Supreme Council of the USSR (1989-1991 gg). Member of the coordinating council of the interregional deputy group. From August 14, 1991 — Atate Advisor of RSFSR on environment and health and member of the State Council under the President of the Russian Federation.
From January 4, 1992 — Chairman of the Coordinating Council on environmental policy under the President of the Russian Federation.
From February 24, 1992 — State Advisor of the Russian Federation on policy in the field of ecology and health protection.
From August 8, 1992 to December 29, 1993 — Advisor of the President of the Russian Federation on ecology and health protection.
From December 28, 1992 to December 29, 1993 — Chairman of the Presidential Council of the Russian Federation on environmental policy.
From July 13, 1993 to September 19, 1997 — Chairman of the Interdepartmental Commission of Security Council of the Russian Federation on environmental security. From December 29, 1993 had held this position on a regular basis. July 6, 1995 reappointed as chairman of the commission.
Founder and co-chair of Greenpeace USSR (1988-1991). Founder and chairman of the Presidium of the Moscow society of animals protection (c 1987). Founder (1989) and honored member of GLOBE International "World Parliamentarians for the environment" (together with Albert Gore — later vice-president of the United States). Vice-president of the Council of the International Union of Environmental Protection.
From April 2, 1998 — member of the Environmental Advisory Council under the Mayor of Moscow.
June 2005 — Chairman of the party "Union of greens of Russia" ("Green Russia"). At the moment exists as a faction "Green Russia" in the Russian United Democratic Party "YABLOKO". At the XIII Congress of the party "YABLOKO" was elected Deputy Chairman of the party, held this position in 2006-2008, and since 2008 — member of political Committee of "YABLOKO".
Participated in the elections to the National Duma of the 5th convocation in 2007 as the candidate from the party "YABLOKO". Was the first number in the regional list of candidates in regional group 15 (the Republic of Sakha (Yakutia), Amur Region, Jewish Autonomous Region, Magadan Region, Chukotka Autonomous Region, the Kamchatka Region).
September 11, 2011 entered the Federal "Three" (together with G. Yavlinsky, and S. Mitrokhin) of the party "YABLOKO" in the elections to the National Duma of the VI convocation in 2011.
