In 1757 -1763 Alexey Maslov was engaged in active combat in the Seven Years' War. After this, in 1763 he was sent to Smolensk to investigate the improprieties of Governor I.Z. Arshenevsky. In April 1766 he was appointed to the post of the Voronezh governor. During his service, he suppressed a number of peasant unrests.
In the years 1766-1767 Alexey Maslov drew up reports on Little Russians and smallholders and submitted a set of proposals for their life improvement. Alexey Maslov also described the Voronezh province at the opening of the “Ulozhennaiya” Commission in 1767. In 1769-1771 he lent assistance to the construction of the Azov Naval Flotilla in Novokhopersk and Pavlovsk by providing them with human and physical resources. At the direction of Maslov, Voronezh merchants submitted to the emperor an organization plan of the "Voronezh Trading Company", approved by Catherine II in 1772.
